Kuze's iron pipe attacks, particularly the second blow in the combo, can break through Kiryu's defenses, so Tips won't protect you fully.
If you are staggered, there is a greater risk the next attack will hit, so hold down Tips, then move towards the side from where Kiryu is facing and press Tips to circle around behind the enemy.
